No this truck is already titled to me. In pa to tow a trailer (mine is 7000lb cap)the vehicle has to be registered for the GCVWR, in order to do this the state requires a digital photo of the door tag which on most of these trucks is gone, illegible, painted over and doesn't show the GCVWR anyway. they also require a photocopy of the page in the owners manual where it shows tow capacities. I do not have an 85 book. this is where it gets weird, the 84 book I have shows to tow a trailer over 2000lbs you need a v-8,auto or manual and a 3.2 or 3.5 ratio, the only other thing it shows is a 318 will pull 5,000lbs and a 360 will pull 7,000lbs there is no weight limits on specific model ( 150,250,350) capacities. the next book I have is an 87 book and it actually breaks trailer towing down by model, engine size and weight of trailer from a d100/150 318 truck at 4000lbs to a d350 360 truck at 9000lbs trailer weight. I am trying to register the truck appropriately to avoid fines etc. Until I can show all this info I am not allowed to register my truck GCVWR correctly which should be around 13,000 to 14,000lbs. kinda off topic its interesting to note the highest you can register an 08 1500 quad cab xt is 10,700GCVWR(5250lb tow cap) but an 09 which has the identical curb weight within 10 or 20lbs and the same GAWR can be registered at 14,000(8-9000lb+tow cap). a 2010 1500 can be registered a little over 15,000lbs. Its all legal mumbo jumbo and technicalities. It amazes me how difficult it is made to follow the rules.

I've reread your first post and this one and from what I got is your truck is registered as a half ton and depending on equipment is almost illegal empty. Lowering the GVW to give yourself a break on registration is easy and I've done it. Raising back up or exceeding the GCVW on the title is another matter as you've seen. I would say that the original issue of title said 12K. Going to 14k is also going to require a documented mechanical inspection and registration is going to be about $250/yr.
