should be a ground strap off the wiper motor to 1 of the mounting studs IIRC.

If the grounding suggestions don't work, the "park" switch inside the wiper "transmission" has broken, they used to have rebuild kits for them, but you may be hard pressed to find them anymore.

Sorry, It is a brass strap that needed to be cleaned up.. The other wire I was remembering was the fan motor ground. Both had issues...
