Nobody around here turns rotors and drums anymore and my new drums have about .005" runout. What is acceptable?

Most of the ones I use off the shelf are fine, but after measuring a few, I would say none are perfect. The first set I got shook the vehicle when braking. I measured those at .050" out of round.

Do I need to find someone to cut the new ones?

Most older independent shops still do it (for cash and cheap).
They won't have specs for the drums of older cars, but can do a clean up cut no problem.
Some of the chains act like you are just a pain if you ain't looking to buy new.

I'm sure somebody can cut rotors here. My question is how far out of round before it affects the braking?

well, bell housing runout should be less than .005, so I'd venture to say that if your drums are .005 out of round, that's probably also a safe number.

if it still pulsates, make sure the shoes aren't glazed over creating slick spots
