Most older independent shops still do it (for cash and cheap). They won't have specs for the drums of older cars, but can do a clean up cut no problem. Some of the chains act like you are just a pain if you ain't looking to buy new.

well, bell housing runout should be less than .005, so I'd venture to say that if your drums are .005 out of round, that's probably also a safe number.
if it still pulsates, make sure the shoes aren't glazed over creating slick spots
