I got my 440 block back from the machine shop and was checking it over. I had them install cam bearings for me because mine were shot. They bought me a set of coated cam bearings and installed them.
I noticed on the number 4 bearing one of the oil holes in the bearing looks like its covering about half of the oiling hole through the block. I looked at the other two holes and they lined up fine, so the bearing is obviously the problem. Also, some of the others looked like the hole in the bearing didn't line up so close with the oiling hole in the block, but not so drastically. I think the stock bearings weren't really in perfect either but im not sure. Is this acceptable? I can try to get a pic but its a difficult spot to get a good picture.

I want to say its the one that would be in roughly the 10 oclock position if you were looking from the front of the engine. I will double check.
What do you mean by you restricted them?

Before you get to worried about the hole lining up, better stick the cam in and make sure it goes in and spins freely. Big blocks are known to have cam tunnel alignment issues. I have an old cam with grooves cut in it that acts like a scraper to clear any tight spots.
Then you can take a long 1/4" drill bit and run it down the oil holes carefully to open the holes up in the bearing. Then just carefully debur the hole in the bearing afterwards.

That hole you can do as suggested and run a long bit carefully down from the hdeck and open the hole if you want to .
As far as restricting the others , oil mods are in the tech archive . I got oil mod sheet from Herb McCandless back in the 80's and one of the suggested mods was to restrict the oil going to the other cam bearings , not #4 , because there was more oil going there than needed since all it did was lube the cam bearing and there is all kinds of oil splash and oil coming off the cam. the cam bearings are fed off off the passage going to the mains so by restricting the amount going to the cam you increase supply where it's needed ... the CRANK ...
The first time I did it I tapped the passage at the crank end for a set screw and drilled a 1/8" hole in the set screw , now I just drill an 1/8" hole in the bearing opposite the original hole.
