i need to clean up the surface rust and scale from my frame rails and floor pans

my main goal is just to stop it from getting worse + add protection for driving use.

i was going to wire wheel clean it, and then paint with a good primer/sealer and then top coat.

suggestions on materials paint wise? is it worth going nuts with an acid neutralizer or would a converter-type paint work fine.

I'd advise against wire brush,unless you will be using it only to remove and loose paint,e.t.c.. If you want a better results,use D/A sander to remove surface rust, because wirebrush will remove loose stuff and glaze up the surface,trapping the rest of rust. But for best results,blasting is the only way to get rid of it all. Picklex,Ospho type stuff does it's job just fine, but follow instructions if you want lasting results.

Are you doing this on a rotisseree or on your back? Its hard to do a thorough job with anything less than a sandblaster. Black stripper discs work better than wirewheels but they can get pricey because they wear fast.

Thanks for the feedback guys.i will be doing this in my back. I have a bucket blaster but since I will be working inside I didn't want to make a huge mess. What grit do you recommend for the DA sander?

80,I wouldn't use finer than 120. You can get plastic drop cloth at Home Depot and make a temporary blasting room, just make sure to wear respirator.

For blasting what do you use to plug the holes in the frame rails?

Blasting should never be done unless the car is stripped bare. Not something you want to do with it together.

yeah but i have done before in controlled environments...i just don't want to fill the rail with sand.
