Dont you use the jet that you are going to use on the fuel size, to set flowing psi? Been awhile since I have done this, so hopefully a nitrous person will chime in.
I remember my friend cutting a jet down to make the tool...but that doesnt help.
And I think psi will depend on your tune up and who you are talking to.

You always flow check with the same size jet, it's just a reference point and needs to be kept constant to know how much of a change you made. 73 jet is the preferred size I recall.

......a 20 jet swing EACH WAY is only about a 1/4LB of fuel pressure difference.......That's like peeing in the ocean to raise the tide in nitrous tuneups....
