I have a cheap Harbor Freight dampner puller, and the puller bolt just happens to be the same size as the dampner bolt, so I just use it along with some big washers to pull the dampner onto the crank.

Take your bolt to the hardware store and get one that's about 2 inches longer. Use it to get the balancer on far enough so you can use the factory bolt to finish the job.
