If you're asking whether the #51806 internal-standpipe filter will work in conjunction with the tall pump-mounted standpipe on a slant-6, the answer is yes, though the pump-mounted standpipes, by their design, introduce a considerable restriction to oil flow. If you're going to use the #51806 filter with inbuilt standpipe, the optimal plan is to replace the pump-mounted standpipe with an ordinary low straight-through fitting such as comes with all new oil pumps.
You can't use the short or super-short filters with the tall standpipe.

Yep, as long as there's nothing in the way. It's a tight fit in narrow engine compartments (e.g. '60-'62 A-bodies, especially '62 w/inner fender mounted horns) but it does fit.
